The Big Sparks Fund will provide grants to residents, businesses and community groups who want to make a positive change within their communities.

A total of £40,000 is available in each of the four neighbourhoods across the city, the fund will be designed and delivered by those that live, work and support residents across the city.

Residents, businesses and voluntary sector organisations are invited to submit ideas on how to make their neighbourhood safer, happier or healthier and support the city's vision of ageing, caring and living well. These ideas have will be reviewed by a neighbourhood panel, before going to a 'Big Vote'.

The Big Vote will be held in person at a local venue and the expectation is that those submitting a Project Idea for a vote will be available to answer supporting questions. However, if you are unable to attend this day, information will need to be provided for sharing at the Big Vote. Residents will be able to vote and the projects with the most votes will receive the funding. Projects not successful will be provided feedback. Supporting ideas that make where we live safer, happier and healthier.

Information on Insurance

Public Liability Insurance is not legally required under UK law. However, it is normally mandatory for venues, local councils, or funding bodies before an event can proceed especially for public open space events or those involving large crowds.

It’s considered essential for financial protection against injury, property damage, or legal claims.

Typical Costs for Public Liability Insurance

  • Single event cover can start from around £25 to £76, depending on the number of attendees and risk level.
  • Community group events may be covered from £66 for one-off events or £174 for multiple events.
  • Coverage levels range from £1 million to £10 million, with higher limits available through specialist providers.

Important Notes

  • Venue insurance does not automatically cover your event. You must have your own policy, and contractors (e.g., stallholders, performers) may also need separate cover.
  • Start early: Some insurers offer instant quotes and same-day documentation, but it’s best to arrange cover well in advance.

    Clean Water for Leigh Clean Water for Leigh is a community project helping local residents better understand and engage with issues affecting our coastline. Many people care deeply about the condition of our sea and beaches, but water quality information can be complex and confusing. This project will provide clear, accessible updates tailored specifically to the West Area. We will deliver a local awareness campaign, host a community information session in Leigh, and provide practical training for volunteers so residents feel confident asking informed questions and representing local concerns. The aim is simple: better information, stronger community voice, and a more informed Leigh.

    Leigh Together: The Big Community Wellbeing Lunch is a free outdoor event bringing the people of Leigh-on-Sea together for food, music, movement and connection. Taking place in Leigh Library Gardens, the day will begin with a guided silent community sound experience – combining light meditation and uplifting music to encourage joy, confidence and gentle movement in an inclusive and accessible way. Residents will then gather for a shared community lunch accompanied by local live entertainment, creating a vibrant, welcoming space for conversation, neighbourly connection and intergenerational participation. Open to all ages, the event is designed to reduce isolation, promote mental wellbeing and celebrate the strength of our local community. Funding will also enable the purchase of reusable silent disco equipment, allowing us to deliver future free and low-cost wellbeing sessions across Leigh – including beach sunrise sessions, garden gatherings and outdoor community events.     Leigh Folk Festival 2026 – Access for All We are asking for £3,250 to help make Leigh Folk Festival easier and more comfortable for residents and visitors to enjoy — especially older residents, families with strollers, wheelchair users an anyone who finds busy, uneven or unfamiliar spaces challenging. People tell us that things like steep paths, crowded areas or simply not knowing what to expect can make attending feel difficult. As a community event, it matters that people feel welcome and able to take part, while strengthening Leigh’s reputation as a friendly and accessible place to visit. The project has three aims:

    Access Information & Online Guides Clear details about entrances, surfaces, toilets, drop‑off points and parking, supported by simple access maps and photos. This includes a practical review of five key festival venues, such as Library Gardens and the Fishermen’s Chapel, so residents and visitors can plan before they arrive. This information will be available on our website; with printed copies available at the festival. Evidence shows that when access information is easy to find and understand, more people take part — particularly older people and people with disabilities, who also benefit most from knowing what to expect.

    Accessible Viewing Area A small, managed seating area near the main stage for wheelchair users and others who struggle with long periods of standing, supported by respectful signage and steward oversight. First Aid & Welfare Hub A calm, friendly space for anyone who feels unwell or overwhelmed, including emergency phone charging. This combined hub follows established best practice for outdoor events, giving visitors a clear and reassuring point of support. These improvements would help residents and visitors plan their visit with confidence, enjoy the festival in comfort, and feel welcome on site, making one of Leigh’s most loved community events easier for people to take part in for both this and future festivals.
