Southend-on-Sea City Council introduced a Selective Licensing scheme in December 2021 in eight neighbourhoods across Milton, Kursaal, Victoria, and Chalkwell wards. This scheme is part of the council’s wider housing strategy to ensure that homes in the private rented sector are safe, well-managed, and meet basic standards.
What is Selective Licensing?
Selective Licensing means that private landlords must obtain a licence for any property they rent out in a designated area. The licence helps ensure that rented homes are well maintained, managed properly, and safe to live in. This is aimed at reducing problems such as poor housing conditions, anti-social behaviour, and crime.
What are HMOs and Additional Licensing?
Houses in Multiple Occupation (HMOs) are properties rented to three or more people from two or more households who share facilities such as a kitchen or bathroom. Additional Licensing requires all HMOs in a designated area to be licensed. This helps ensure HMOs are safe, well-managed, and meet minimum standards, while reducing issues such as poor property conditions and anti-social behaviour.
Almost four years into the Selective Licensing scheme, the council is reviewing its impact and exploring whether Additional Licensing for HMOs could improve housing conditions further. As a resident, your views are vital to help the council understand the real-life impact of these schemes and inform any decisions.
