We're developing a new Local Transport Plan (LTP4) that will shape the future of transport in Southend-on-Sea from 2027 to 2045.

The plan will set out our long-term vision for how people move around the city and how transport can support residents, workers and visitors. As the local transport authority, Southend-on-Sea City Council is required to prepare a Local Transport Plan, setting out its transport priorities and how they contribute to national transport objectives.

What should transport in Southend deliver?

We want a transport network that:

• Helps people get around easily and reliably
• Provides better bus and rail services
• Makes walking, wheeling and cycling safer and more attractive
• Is accessible and easy to use for everyone
• Manages traffic congestion
• Improves road safety
• Improves air quality and reduces carbon emissions
• Supports local businesses, jobs and economic growth
• Keeps roads and transport infrastructure in good condition
• Supports new travel options and transport improvements
• Secures funding from developers to help deliver transport projects

We want to hear your views before the plan is finalised.

The Council commissioned steer, an independent transport consultancy, to work alongside officers in developing the Fourth Local Transport Plan (LTP4). Steer helped gather and analyse evidence and engage with stakeholders, ensuring the Plan is based on sound technical expertise, reflects local needs and priorities, and aligns with national and regional transport policies and best practice.

Next Steps

Following consultation, all comments received will be reviewed and considered before the Local Transport Plan is finalised and adopted.

A consultation report summarising feedback and responses will be published after the consultation closes.

Consultation Documents

The Fourth Local Transport Plan (LTP4) sets out Southend-on-Sea's long-term transport plans to 2045. It consists of two main documents: the Strategy, which outlines the overall transport policy direction, and the Implementation Plan, which sets out the actions needed to deliver the plan. An accessible Summary document has been produced to explain both documents.
