Have Your Say on the Future of Southchurch Library

Southend-on-Sea City Council is seeking the views of residents, library users, local organisations and stakeholders on the future location of Southchurch Library, which serves the Southend Central East area.

Southchurch Library is a valued community resource, providing access to books, information, digital services, learning opportunities and community activities. It also offers a welcoming civic space for residents to connect, learn and access support. We want to ensure these services remain accessible, sustainable and fit for the future.

Whilst options have been explored, no decision has been made about the future location of the library. This consultation is your opportunity to tell us what matters most to you and help inform the Council's decision-making process.

Why Are We Consulting?

Southchurch Library currently operates from a demountable building that opened in 1972.

The building was originally designed with an expected lifespan of around 25 years. More than 50 years later, it continues to serve the local community well. However, the building is showing significant signs of age and deterioration and would require substantial investment for library services to continue operating from the current site.

As a result, the Council is considering a range of options for the future delivery of library services in the Southchurch area.

We want to understand:

  • How people currently use the library
  • What people value most about the service
  • How library services may need to evolve to meet future community needs
  • What facilities, activities and services people would like to see in the future
  • What factors are most important when considering the library's future location
  • The potential benefits and challenges of different options
  • Whether there are alternative locations that should be considered

What Options Are Being Considered?

Option 1: Replace the Library Building on the Current Site

Under this option, library services would continue to be provided from the existing Southchurch Library site.

As the current building has reached the end of its useful life, this would require either a replacement library building or significant redevelopment of the site.

Possible Benefits

  • The library remains in its current location
  • Continued presence within the local community
  • Familiar and convenient for existing users
  • Opportunity to create a modern, purpose-built library better suited to future community needs

Things to Consider

  • Significant investment would be required
  • Construction work could cause temporary disruption to services
  • The Council would continue to maintain a standalone library building

Option 2: Relocate to Southend Adult Community College, Ambleside Drive

Under this option, Southchurch Library would relocate to Southend Adult Community College and operate from a newly created space on the ground floor of the college building.

This could create opportunities for library and adult learning services to work more closely together, helping to create a shared learning and community hub.

Possible Benefits

  • Modern accommodation within an existing public building
  • Opportunities to combine learning, skills and library services
  • Better use of existing public facilities
  • Potential reductions in long-term maintenance and operating costs
  • Opportunities for partnership working and wider community use

Things to Consider

  • Existing users would need to travel to a different location
  • Accessibility and transport arrangements would need to be carefully considered
  • Appropriate space would need to be available for library services
  • The move would involve a period of transition

Option 3: Consider Another Location Within the Area

We recognise that residents and library users may be aware of other sites within the area that could provide a suitable location for library services.

We would like to hear your ideas and understand whether there are alternative locations that should be explored as part of the options appraisal.

Any suggested alternative location would need to be assessed against a range of criteria, including:

  • Accessibility for residents
  • Availability of public transport
  • Walking and cycling access
  • Car parking
  • Building suitability
  • Accessibility for disabled users
  • Opportunities for community use
  • Financial and operational viability
  • Environmental sustainability
  • Impact on current and future library users

Consultation is open until Sunday 4th October 2026.
