The Local Electric Vehicle Infrastructure (LEVI) project is a government-funded programme designed to support the rollout of public electric vehicle (EV) charging infrastructure for residents without access to off-street parking. Southend-On-Sea City Council has partnered with Zest to deliver a minimum of 3,000 chargepoints across Southend in a phased approach over the 15-year contract term. This comes at no cost to the Council or its residents.

A mix of technologies will be installed, these are:

  • lamppost charge points (up to 5kW)
  • bollard charge points (up to 5kW)
  • pedestal charge points (7-22kW)
  • residential rapid charge points (50-160kW)
  • flat and flush charge points (3.7-5kW)

As part of the next phase of chargepoint installations, scheduled to begin in Autumn 2026, Experimental Traffic Regulation Orders (ETROs) will be introduced for selected parking bays adjacent to the new lamppost chargepoints. These ETROs will temporarily designate the bays as EV charging bays, meaning they may only be used by electric vehicles while actively charging. ETROs provide an opportunity to trial dedicated EV charging bays for 18 months, helping to ensure that chargepoints remain accessible to those who need them while allowing the Council to assess demand before considering any permanent changes. Residents will also have the opportunity to provide feedback during the statutory consultation period, which is runs for the first six months of the ETRO, ensuring that local views are heard before any long-term decisions are made.

As part of this programme, we have been meeting with Ward Councillors across the city and are engaging with residents on a ward-by-ward basis to gather local views on public EV charging. By consulting each ward individually, we can better understand the unique priorities, opportunities and concerns of different communities as we continue to expand the public charging network across the city.
