Southend-on-Sea City Council is inviting residents, businesses, drivers, operators, proprietors and stakeholders to give their views on the proposed Taxi Licensing Policy 2025. This new draft policy aims to improve public safety, promote environmental sustainability, and ensure high standards across the city’s taxi and private hire industry.

About the Policy

The proposed Taxi Licensing Policy brings together all existing licensing rules and statutory guidance into one clear, accessible document. It sets out:

  • Guidance for applicants, drivers, operators, and vehicle owners
  • How we ensure passenger safety and accessibility
  • Standards for vehicle emissions, maintenance, and cleanliness
  • A new penalty points system to tackle non-compliance
  • Requirements for driver conduct, safeguarding training, and English language proficiency

Aims of the Policy

The policy is designed to:

  • Safeguard the public, especially children and vulnerable adults
  • Promote a professional and reliable taxi trade
  • Ensure vehicles are clean, safe, and accessible
  • Support the transition to low-emission and environmentally friendly transport
  • Protect consumers and maintain public confidence in the taxi and private hire sector

We Want Your Views

The Council is now consulting on the draft policy and welcomes feedback from:

  • Licensed taxi and private hire drivers and operators
  • Residents and community groups
  • Local stakeholders, businesses and tourism providers
  • Disability advocacy groups
  • Essex Police and other relevant agencies

Your input will help shape the final version of the policy and ensure it reflects the needs of the community.
