Leigh Traffic Calming Pilot - Consultation

The Leigh area, between Salisbury Road and Station Road, north and south of Glendale Gardens, has been chosen for the pilot 20mph speed limit study owing to the street layout, highway space constraints and 85%ile speeds (the percentile speed average used to assess vehicle speeds) of the area.

The area proposed for the pilot 20mph speed limit in Leigh has a experimental School Street (implemented under the DfT Emergency Active Travel funding) within the study boundaries. It also has a number of roads already at 20mph due to the presence of West Leigh Schools. Therefore, owing to the compatible objectives of both pilot studies (listed below), this further makes the area most suitable for the pilot study.

Compatible objectives of the pilot 20mph Speed Limits and experimental Schools Streets Initiative

  1. Reduce average vehicle speeds, thereby creating safer streets and more vibrant communities for those who live, work and visit.
  2. Through creating safer streets and more vibrant communities, encourage everyone to use active and sustainable transport options for local journeys in preference to private vehicles.
  3. By reducing private vehicles journeys, and encouraging the right vehicle on the right road, reduce congestion and improve air quality.

When designing the Leigh Pilot Scheme a number of constraints to consider and overcome:

  1. The area already has an operational pilot School Street, we need to ensure that this School Street can operates effectively and complimentary manner with the pilot 20 mph speed limit.
  2. Some of the roads within the pilot speed limit are already subject to a 20 mph speed limit, again we need to ensure continuity throughout the pilot scheme for all road users.
  3. The area has many surrounding, busy bus routes and we will need to ensure that the pilot speed limit does not cause delays on these surrounding routes, particularly during peak hours.
  4. Where off street parking is not available, which is applicable in most of these streets, we will ensure that we do not displace parking. Therefore, all speed tables will be installed where there are existing no waiting at any time parking restrictions so no parking will be removed.
  5. In order to ensure the effectiveness of the pilot can be compared to the existing arrangement, no alterations to existing traffic flows are to be implemented.
