Consultation has concluded
Background
For the last five years, Southend has had an injunction in place to prevent anti-social behaviour at car cruise events within the City. Southend-on-Sea City Council is now looking to replace the injunction with a PSPO, to increase control of the restrictions and streamline enforcement. We havereceived complaints and concerns from local businesses and residents in relation to these events, reporting excessive noise, dangerous driving, parking breaches, littering and other examples of anti-social behaviour, which, unless isolated, pose a significant risk to public safety and can cause harassment, alarm and distress.
Proposal
In response to those complaints,the Council is considering imposing a new PSPOfor three years to prohibit the following behaviours for drivers, passengers and spectators of car cruiser events. By taking these steps the Council will be able to take enforcement action against individuals who engage in these anti-social behaviours and ensure Southend-on-Sea is a safe and enjoyable place to live, work and visit.

The Consultation
The consultation ran from 14th February to 14th March and was open to all residents and businesses living or trading in the Borough.
Survey interaction
The main consultation was delivered through the Southend-on-Sea City Council online consultation portal. A total of 1,200 residents and businesses participated. The responses varied and of that over 1,000 were informed which indicates they had visited the project page and viewed the survey and documents but chose not to comment, 269 responded online. A response from the Police, Fire and Crime Commissioner for Essex.
The report with recommendations went to a Special Policy and Resources Committee on 21st March 2023 and the PSPO was recommended for adoption.
