Public Spaces Protection Order (PSPO) - Proposed Beach Area for Dogs

Consultation has concluded

Background

On the 1st May 2021 the Southend-on-Sea Borough Council (Dog Control) Public Spaces Protection Order (“the Order”) came into force. This carried forward previous restrictions and requirements of the control of dogs within Southend into newer legislation.

Proposal

As part of the consultation prior to the commencement of the Order there was strong support to open a section of the seafront to dogs all year round. This would be achieved by removing a beach from the seasonal exclusion area. At the time Cabinet decided this should be subject to further consideration before a decision was made.

The Council proposed to open and promote a section of East Beach, as displayed on the plan (“the Proposed Area”) for use by dogs all year. This would be supported by the installation of dog waste bins in the area. The Proposed Area has been chosen as there are sufficient facilities in the area for public transport and parking and it is a large site so the Blue Flag area and dog friendly area can be differentiated.

The Consultation

The consultation ran from 27th May until 25th June 2022 and was open to all residents and businesses living or trading in the Borough.

Survey interaction

The main consultation was delivered through the Southend-on-Sea Borough Council online consultation portal. A total of 2,800 residents and businesses participated. The responses varied and of that 2,000 were informed which indicates they had visited the project page and viewed the survey and documents but chose not to comment, 887 responded online, 7 email response, which included Natural England and Essex Wildlife Trust.

Discussions are still ongoing on a way forward which will follow the Councils cabinet process.
