Hackney Carriage 'NR3' Policy Engagement
Consultation has concluded
Policy regarding disclosure and use of Information stored on the National Register of Refusals and Revocations
The Council is responsible for the licensing of the hackney carriage and private hire services with Southend. One of the functions of the Council, as the Licensing Authority, is to protect from harm those using these services, and in particular children and vulnerable individuals. The Department of Transport guidance states that tools such as the National Register of Taxi Licence Revocations and Refusals (the NR3) should be used by licensing authorities to share information on a more consistent basis to mitigate the risk of non-disclosure of information that would be relevant to their suitability to be licenced to deliver these services. The use of the NR3 is currently voluntary but is likely to become law shortly.
We are inviting you to review the proposed policy and give your feedback on whether you think anything else needs to be included in the policy, or whether there is anything in there that is not relevant and should be removed.
Consultation is open for 6 weeks until 7th April 2023
