Proposed Admission Arrangements for Chalkwell Hall Junior School - 2025/26
In line with the School Admissions Code 2021each year we review the admission arrangements for the community schools in the city. We are seeking your views on proposed admission arrangements for Chalkwell Hall Junior School during 1 October to 14 November 2023. These arrangements set out how places are offered at the school and include the over-subscription criteria. When there are changes proposed to the admission arrangements, we must consult to ensure all views are heard.
You can find details of the proposed arrangements for the school in the Consultation document-2025-26 below. The proposals include plans to reduce the admission limit for Chalkwell Hall Junior School
We invite comments by completing the survey on the section below by 5pm on Tuesday 14 November 2023. If you prefer to respond on a paper form, please let us know.
Once we have gathered the responses the final arrangements will be presented to Council’s cabinet

Update
As agreed by Cabinet on the 18 September 2023, the local authority ran a public consultation on Chalkwell Hall Junior School’s admission arrangements which included reducing their pupil admission number (PAN) for from 120 to 90 for pupils starting year in the academic year 2025/26 .
This is to bring in line with the reduced number at Chalkwell Hall Infant School.

No Objections were received.
Those who responded to the consultation questions found the proposed arrangements to be clear, fair, and reasonable
The consultation for the Admission Arrangements for Chalkwell Hall Junior School was held widely in the period 1 October to 14 November 2023.
The consultation was run via the ‘Your Say Southend’ portal and in total there were 109 site visits to the consultation pages, with 26 active participants.
Of those who completed the survey, all agreed with the proposed admission number citing they were clear, fair and reasonable.
In addition, 2 emails were received, 1 was from a teaching union seeking further clarity and assurances on any impacts to existing staff and 1 email from a Councillor seeking further information on the order of admission criteria.
No objections were received from parents, school staff, school governors, local authority officers or other members of the community.
Officers recommended that cabinet determine Chalkwell Hall Junior School’s admission arrangements which included reducing their pupil admission number (PAN) for from 120 to 90 for pupils starting year in the academic year 2025/26 .
The admission arrangements for (LA maintained) community schools must be agreed and determined annually by Cabinet.
This includes the published admission number (PAN) for each of the schools and the catchment areas.
The LA consulted school Governors on the proposed admission arrangements and PAN.
The local authority ran a public consultation on the proposed admission arrangements
There were no proposed changes to the admission criteria for admitting pupils to the school.
The proposals did include reducing the schools PAN for Chalkwell Hall Junior School from 120 to 90 to bring in line with Chalkwell Infant school.
The changes would impact pupils moving from Chalkwell Hall Infant to year 3 of Chalkwell Hall Junior school in September 2025/26 and does not impact children already a pupil of the school in higher years
No Objections were received, and recommendations taken to cabinet on Jan 11 2024 to formally lower and determine Chalkwell Hall juniors pupil admission number (PAN) for pupils joining year 3 in 2025/26 at 90
Await Cabinet Jan 11 decision – if all goes to plan: Cabinet approved and determined Chalkwell Hall Junior School admission arrangements which included the pupil admission number (PAN) for pupils joining year 3 in 2025/26 at 90
The revised (pending agreement) arrangements then must be determined by Council by the 28 February 2024 and published within a composite prospectus for all schools by 15th March 2024.
Anyone wishing to object to the arrangements can do so to the Office of the Schools Adjudicator and have until the 15 May 2024 to raise any objections.
