Summary
It is proposed to create up to eight single-person homes on an under-utilised garage site in Juniper Road, Leigh-on-Sea. The homes will be built by Hill’s Foundation 200 Project and used to house people who are moving on from homelessness, with support from The Salvation Army, Southend.
Background
Southend 2050 is the borough’s ambition for the future, developed through extensive conversations with those that live, work, visit and study in Southend-on-Sea. The Council is committed to providing Council homes for residents of the borough who are unable to rent or buy on the open market. To meet this commitment, the Council’s Strategic Housing team along with South Essex Homes are currently reviewing council owned garage sites and underused land that have the potential to deliver much needed residential accommodation.
Site Information
The Council has several underutilised garage sites across the borough which have been considered for this project. The Juniper Road site has been selected to be investigated further as it benefits from good access, high void rates and suffers from anti-social behaviour.

Proposal
Southend-on-Sea Borough Council is lucky enough to have been selected as an authority Foundation 200 want to work with to provide modular homes in partnership with councils and charities across the UK.
The land in question is the garage site in Juniper Road, where only 2 of the 31 garages on the site are currently being used. We are aware there is a high level of anti-social behaviour, fly-tipping and vandalism at the garage sites.
There could be up to eight homes on the site, built using modern methods of construction, which means the homes will be built in a factory and put together on site. The Salvation Army will then use those homes to help people who used to be homeless, with their fresh start. This includes tailor-made support, education opportunities and possible employment.
Next steps
We hope to work with the Salvation Army and Foundation 200 to keep residents and garage leaseholders informed of the project and involved.
If the project goes ahead as planned, planning permission will be sought, which is normally when statements of support and objections are publicly noted.
The next update to this project will probably be following the local elections in May 2021.
