Consultation has concluded

The Anti-social Behaviour, Crime and Policing Act 2014 introduced several new tools and powers for use by councils and their partners to address anti-social behaviour in their local areas.

One such tool is a Public Space Protection Order (PSPO) which deals with anti-social behaviour in an area which could have a harmful effect on the quality of life for those in the local community. It can ban certain behaviours, or introduce specific requirements. In this case the proposed order relates to the control of dogs in public areas.

The Council acknowledges and appreciates that most dog owners are responsible, properly control their dogs and clear up any dog fouling. However, it is important to identify and address the problems caused by irresponsible dog owners, and a PSPO is a potential way to address this.

Survey interaction

The main consultation was delivered through the Southend-on-Sea Borough Council online consultation portal. A total of 4,073 residents and businesses accessed the campaign. The responses varied and of that 2,838 people were aware, informed but chose not to comment. 929 responded online, 7 hardcopy responses either by email or letter. 3 quick polls requesting feedback on certain elements of the whole project and the Public Space Protection Order which was available to download or view online, which 110 used that option.

The overall consensus from those responding is that they strongly support and understand what the Council is trying to achieve and what is required to cover existing provisions within these areas. Dog Fouling was the biggest issue throughout the town with over 84% stating they have come across it, with a high percentage stating it had a detrimental impact on the quality of life around the town.

Discussions are still ongoing on a way forward which will follow the Councils cabinet process.
