Public toilet provision is an essential part of Southend-on-Sea City Council’s operational property estate. Well‑designed and accessible facilities play a vital role in supporting public health, individual dignity, and community wellbeing. They help reduce the spread of disease, provide independence for older adults, disabled people, and individuals with long‑term health conditions, and ensure that everyone can comfortably participate in daily life.

Public conveniences also make an important contribution to the local economy. By improving the accessibility and attractiveness of key destinations, particularly the seafront and busy visitor areas, public toilets support tourism, encourage longer visits, and help create welcoming public spaces for residents and visitors alike.

The Council currently operates 28 separate public toilet facilities across the city, including standalone buildings and portable units. These form the core operational provision and are outlined in Appendix A. Public toilets located within other Council buildings—such as the Travel Centre, Civic Centre, libraries, museums, galleries, theatres, Pier, Victoria Shopping Centre and leisure facilities are not included within this operational total, as their availability is limited to building opening hours. However, these facilities will be considered as part of this wider review.

The Council is now undertaking a comprehensive review of its public toilet estate with the aim of:

  • Delivering the Joint Administration’s commitment to identify a potential location for new public toilets on the seafront, and
  • Ensuring that public toilet provision meets the needs of all service users, with a particular focus on accessibility, inclusivity, safety, and suitability for a diverse range of people.

This consultation forms an important part of the review process. We are seeking views from residents, businesses, visitors, and community groups to help shape future provision and ensure that Southend’s public toilets reflect the needs and expectations of the whole community.
